The "New Terms"—How Thej ai» to Ix; Head.

EniTon Coi.okist; "The dangerous agi-t ition of public sentiment by the mem-bjrs of the Local Govornmuut and itn emisarica in 9onuection with the "new terms" makes it tbe imperative duty of one who cannot interpret the report of tho Committee of tho Dominion Privy C luncil as thoy do, aud who honestly be Ueves tho mtitter to bear a totally different coui|iloxion, to put his views before tlie public aud aak jalm and careful con-Bideration of tho quostinn.

There may be some in this city who do not wish argument; who are detorminod to torture the text^f the "report" to carry theirdilds, or who are such cordial Canada haters that thoy desire by any means to sever tho ooiiuootion; or whose teiuperanioiitH oraviiig constant excite miMit are incapalilo of ai>prcciating the gravity of the issuos. Those are not the men who are allowed for long to pilot the ship of state, bb.wever .much for tha moment they may sway the popular mind. I address myself to the reason of tbo community, and in doing so attempt in my hiiniblo way to discharge a duty every good citizen owes to tho conimonwenltli, and especially tho people among t. Iioui ho resales.

The Local Government have caused to be published a "Copy of a report of a Committee of the Dominion Privy Ooun oil," datod 20th Sept. last, respeol-ing the Pacifio Railway, profuood by a letter from tho Under Score tary of State, ihUiul Nov. lOtli, in whieh his regret is ex])re.'-,KCtl at the dolay'which has ooourred in forwariling the doouraont. The iinproasion sought to be created is that this is tho first communication or tho subject that the Local Government have received, and it is hoped t > havo tho snbjoot hifttter of tho report approached by the reader with an already prejudiced mind.

For several days before publication of the report "disquieting rumors" woro cunningly circulated; then came paragraphs simultaneously in the (wo local journals stating that the oonStruotion not only of the Island, but of the Mainland railway was indefinitely postponed, elaborated into the moaning— dolinitely abandoned—and then, with the publio mind greatly excited, Mr. SValkom sallies fortli from hisohamboraj to proclaim ut all tho street corners with well simul-, M& itfdigntttion th^t tbft ramoir« Are ;,txii»<-'Ui«t C»MdA<]taii r«pncUit«d Utt olH
